I saw the ebay shackles,but unfortunately they are 1/35th scale and I need 1/72nd scale shackles.

In smaller scales you can probably get away with scratchbuilding them using a bit of copper or other wire and punched styrene sheet discs or chopped stretched sprue for the ends. It’s not a complex shape.

So, regardless of whether you filter it or not, the answer is at the top of every single page. So, the conclusion I draw is that some people are just lazy readers. No 'specific effort' is involved unless reading is an effort for you.

The stuff in the black band at top is just visual background noise, like the green Armorama bar. I immediately scroll down to the whitespace with the actual message in it, as I'm sure most do. Unless there is an incongruity between the thread title from the index page that is in your short-term memory and the text, causing you to question where you are, there's no reason to engage the eye or brain on what's in that black band.
Yes, it really does take specific effort to read every word on every page, whether it's a book, a newspaper, a magazine, or a crowded, jumbled, blinking, flipping, dynamic mess like this one.

That is merely your opinion. It does not take 'specific effort' to do it unless you suffer deficits in linguistic skills. I do not even have to look directly at that banner to register it, as my peripheral vision notes it and my brain deciphers it while I am reading the white space below. My wife is an ELA teacher and I am a Special Education teacher who instructs reading for adapted curriculum.
I am sorry you are stuck at the 8th grade reading level, which is the current average of adults the U.S. I was reading at the 12th grade level when I was in 3rd grade so perhaps that is why reading is never an effort for me.
I am also sorry the new Bergepanthers you once claimed would not come to market have indeed done so. You must be very upset by that.

Now Dragon Panthers have extra tow shackles and in scale a few swipes of a file will get them to the right shape. A great source of all kinds of Braille scale odds and ends are various model railway detail parts. All kinds of shackles and rings exist in pe and plastic. Roco makes various accessory sets with such little bits. If you can bend wire to make stuff you can clean up or modify plastic bits.
Also check out the jewelry making department of your local craft store. Lots of little preshaped metal bits and tiny chain.
But that doesn't get me any discounts let alone respect.
