Anyone know how applicable this design would be to general use throughout Eastern or Western Europe?

Michael,

There were zillions of designs and variants. A quick spin through the 'net revealed designs closely resembling this one in France, Germany, Italy and Czechoslovakia. Some have the signal atop, some don't.
